The Craft Map
One craft, one country, two towns with different roles, and a name that points to a third country entirely. The identifying facts are the weaver, the town and the strand count.
Montecristi: The Fine Weaving

On the Ecuadorian coast, close to where the toquilla palm grows, Montecristi is where the finest hats are woven and the name carries a premium accordingly. Superfine grades of thirty-three to sixty strands to the inch are made here, over six months to a year each, worked in the cool hours when the fibre stays pliable. The number of weavers capable of that work is small and they are known by name. A record should carry the weaver and the count, since both are simple facts a shop can supply if it actually knows them.
Cuenca: The Volume and the Finishing
In the southern highlands, well away from the palm, Cuenca is the larger production centre and the home of the finishing trades: washing, bleaching, blocking, trimming and export. A great many hats woven elsewhere are completed and shipped from here. This is a real and skilled part of the craft and it is not the same as the weaving, so a record should say where each stage happened rather than naming one town for the whole object.
Panama
On the map for the opposite reason to everywhere else on it: the country gave the hat its name and made none of them. Ecuadorian hats were shipped north to the isthmus, sold to workers and travellers crossing it, and photographed on a president at the canal works, and the misnomer set permanently. The weavers of the Ecuadorian coast have been carrying another country's name on their work ever since.

And the processing trades that split, boil and dry the fibre before any weaving starts, which are a separate livelihood and are almost never mentioned in a sale. Which town, and then how many strands: on this map the second answer is a number and can simply be counted, which makes it the most verifiable claim in this entire collection.
